Using Digital Chalkboard I can make graphics and notes on the admin machine but the users cannot see any of them. Is there a specific setting for user to see the graphics?

I believe that you need to prepare the graphics ahead of time, save it with the mission, then run it as a network scenario. AFAIK, there is no live-sharing of chalkboard files, so doing this in the RTE would only benefit the user currently drawing stuff (which has its own usefulness, but no option to change its operation).
